What's The Diff...

...between an interface an a pre amp? I saw an 8 channel Behringer T1950 Magician Tube Interface and I was wondering if that would be the same thing as a pre amp, not that I was looking at it or anything (I know how much Behringer is despised around here ;)) I was just wondering what the difference was.
 
I'm looking at it in a catalog and it appears to be a signal proccessor, not a preamp. It describes running recorded tracks through it to add "fatness". For that kind of money I wouldn't even consider it. The Empirical Labs Fatso Jr. would probably be a better tool for that.
