There are at least 20 videos on youtube detailing the exact settings Kanye and TPain use to get that effect. just do a search for autotune and tpayne on youtube.
EDIT: For the record (pun intended), it's not my plan to kill it (unless that's the effect I want). I just wanted to know what it was, so if the situation arose where I need it, I could use it.
