Its called autotune. A few different companies have this effect available in either hardware or software.

What gets me is the "T-Pain" dude - I don't care for his music at all - but that MF can SING! Every single song he has ever recorded, though - he butchers his voice into robot-land...everybody used to call AutoTune "The Cher effect" , but I hear "The T-Pain effect" more than anything now... it's like his signature (retarded) sound. In his case, it's a waste of a (rare) voice that's actually pleasant to hear...
