The ADAT studio pack is a good start. It is a pretty good foundation to begin building upon, as ADAT has been a standard medium in pro studios for quite some time. However, the effects processors that come with it are not held in very high regard around here. That said, they're probably about as good as the ones in the fostex. The only other comparative drawback to the ADAT is that it's only 8 tracks.
The Fostex, i believe, will record 8 tracks at once through any of its 8 mic/line inputs. It records at 16 bit whereas the ADAT is 20 bit. The major drawback of the fostex is that, to a degree, you're stuck with what you get. And most operations appear to be menu-based which tend to be less intuitive and, some say, interfere with the creative processes. But it's several hundred dollars cheaper...
In either case, you'll be making a great leap in quality from the 4-track cassette. Think about your budget and your expectations and you'll arrive at some kind of decision. A lot of guys on here will tell you to look into recording on your computer (the computer recording and soundcard forum has tons of info on this). You may consider this an option in the same price range.
