Yes, limiting is an extreme form of compression. It is primarily used for two purposes that I can think of off the top of my head.

1) Increasing the mean volume of a track or tracks (this is used to make music louder).

2) To protect speakers from too much volume (between the amp and speakers, it will keep transient noises from blowing your monitors).
