About the sig thing I suggested a solution to Dragon in another thread.
Create another member group with the same rights as the current one and disable sigs. Switch sigs back on for the default group. Anyone who abuses the sig rules gets moved to the new member group without sigs?
About 10 minutes work and a small bit of work for all you new mods.

Psycom, one more thing about my idea for sigs back. I would just do it if Iwas you. Dragon said this recently about the mods he appointed in the past from among the members here. You may be better off making the decision yourself. Just a thought.
