VST Instruments window has disappeared

My Cubase 6 has suddenly ceased to display a window for F11/VST Instruments (under Devices). Despite a re-install and my synths and drum machine being right there in VST Plugins where they always were.
Anybody got any hints?
 
Are they authorized by a license manager (iLok, eLicencer, etc.)?
