If your looking to get into using Photoshop. A great book to learn from is the "Photoshop WOW book". It has a number of walk-thrus as well as a cd of textures that you can use as plug-ins. Similar to Eye Candy.
GIMP is good too. I'm still learning to use it on my Linux box. I just wish I had more free time.
