volume keeps changing

Hi, I have an audio recording in which the volume goes up and down quite a bit. This is because when the mp3 was recorded, a line out was used from a mixer, and on the mixer the volume was being constantly adjusted (mixer was also hooked up to speakers). Is there some program I can use to more or less equalize the volume throughout the file. I've come across several programs that will normalize groups of files, but not individual files themselves.

I tried using audition (effects -> amplititude -> normalize) to normalize to "100%" but I dont think this did much. Am I completely off in my method, or should I be changing some value? Is there some other feature in audition for this?

I'm no expert in audio so I'm not sure what to do. Any input would be GREATLY appreciated.
 
heres a suggested procedure singh...
1, firstly convert mp3 to a wav stereo file using any software you google for on the net. look for "mp3 to wav convertor".try hitsquad.com
2. download something like the free audacity. import the st wave file.
now hilite those areas (be precise !) that need boosting or cutting
to even out the levels. (in audacity up in the menus is volume change).
then once your happy with the GENERAL level of the audio all the way through try a subtle normalise but NOT 100 per cent. WATCH THE PLAYBACK METERS. aim for about -2 on the meter scale. save the edited wav st file.
3. now convert back to mp3 using some freebie like lame mp3 encoder
or some other you might already have.
i dont know how variable your source material is but just experiment
in audacity.
