I have used this exact set up except for the mic, I used a Sennheiser ME80, to record a lecture for later distribution.
There was no hiss at all, in fact the speaker was talking very quietly (lecture was about meditation) and the channel gain was cranked up. The only noise you could hear was a bit of the ducted air conditioner, people moving around in the room and the breathing of the person doing the talk.
There should be no noise from the Behringer 202 USB device as I have always found them to be quite, even though they are cheap and cheerful.
Are you sure what you have is not an earth loop via the USB device and the computer? This generates a whirring noise, hiss and a load of problems, this is becoming more common with newer computers and lap tops with earthed power supplies. A quick check if using a laptop is to try unplugging the power supply and running on batteries, if the noise goes that earth loop is the problem. If it is an earth loop, you need one of these between the mixer and the USB card.
Oh and I used this set up, even though I have more expensive recording gear, due to it being very portable, easy to set up and it sounds fine.
