Update.
The meter arrived today and appears to be 100% health and calibrated properly.
The glass lens that popped out when the seller dropped it did not damage the meter and the glass was re-installed securely without a mark on it.
The meter shipped was the T2-M15 UM. The manual describes it as a general purpose meter able to work with open reel recorders from quarter inch to two inch and can read up to 15 ounces of tape tension which is well within the range for working with my two decks, the 38 and MS-16 so all in all, I'd say I lucked into the deal of the month, scoring it for the cost of shipping alone.
The favored T2-M20 model reads up to 20 ounces of tension and I suspect may be more accurate for 2 inch decks that run with higher amounts of tape tension, up to 16 oz of tension so if I had such a recorder, this meter would be inadequate for measuring it but as I am dealing with 1/2" and 1" tape decks, mine should do quite nicely.
