TASCAM 388 now rewinding at a snail's pace! Any thoughts?

I haven't tried these people, and their 'in stock' might be telling porkies, but it's worth a go:
RMG LPR35 ¼" x 7" x 1800ft

I was going to suggest Carousel Media, but they only sell the 5" reels of LPR by the looks. And StudioSpares only seem to deal in SM900 and SM911 on 10.5" reels.

EDIT: Might be worth trying Thomann as well, though it will have to ship from Germany.

AMPEX 456 is notorious for sticking together causing slow motion tape run and depositing gunk on your guides, pinch rollers and tape heads. It's called Sticky Shed Syndrome (SSS).
 
A check for dragging brakes is next on my list after acquiring a good tape. The felt on the brakes can expand over years with humidity, and contamination with dirt buildup.
 
I had the same problem with my Tascam 42B. It was bad old tape loading up the lifters. You should be able to tell if the tape lifters are all gunked up.
