Is it true? In theory, yes but...
this kid is not going to have the experience nor pallate to know the difference, and even if he was a seasoned pro with a killer ear...the difference in sound(specifically sustain) between wrapped and lacquered drums is very tiny...even in the studio.

You're going to fill this kid's head full of marketing drivel and turn him into another catalog zombie.

What you didn't mention is the increased durability of wrapped finishes over polyurethane(no one uses real lacquer anymore btw). The drums will hold up better on the local club circuit, and wrapped finishes are easier to change...should he ever want a new look.
 
Oh, right! I forgot!

Polyeurethane goes scratchy sctrachy very easy!! It's a heck of a lot more durable than laquer.

They'll both sound about the same with (god forbid) pistripes on them!
