Static while recording

Hello,

I have been trying to record some old cassettes onto my computer, and have noticed static after playback of the recording. After adjusting levels with no luck I disconnected the line-in to sound card and tried recording with no input, I still get static when playing back recording only.

Does anybody have any ideas on how to get rid of this static?

Buy a new sound card? What are you using?
 
Turtle Beach Daytona PCI. I admit it's very cheap. I originally had a TB Tropez plus which was very nice, but when I upgraded to win98 I started getting the blue screen o' death. I may pull out the Daytona and try to get my old card working again.

Other than that can you recommend a good card for less than $100?
