whats a good program to use for samples

First of all, welcome to the board. 
Ok, now I'll get mean.
How can anyone answer such a vague question? Do you want to record samples? Play them back only? Loop them? Mangle them? Orchestral? Piano? Drums? What's your budget? What kind of music are you trying to make?
See what I'm getting at? It's like asking us what kind of a car you should drive. there are a few hundred answers, all of them right for someone. Be more specific and you'll get better answers.
