Understanding that there are stupid questions and also understanding that those are generally the easiest to answer I'm throwing this out there.
If I use a balenced XLR cable to connect a SM 58 will I need phantom power? Thanks in advance for all your help!

Negative.
Dynamic microphones generate their output by moving a coil inside a magnetic field.
No external power is required, but if a dynamic mic is exposed to phantom power via balanced connection, it should not be harmed by it.

Phantom power, over balanced cabling, is 'invisible' to most microphones which do not require it.

Ignoring phantom power, the difference between balanced and unbalanced connections is usually how much, or how little, noise your cables will pick up from surrounding noise sources like power transformers, etc.
Balanced is much better for long runs or environments with lots of electrical equipment.

Hope that helps.

Just for the sake of completeness. There ARE active dynamic mics, this is one...
Gear Review: Blue enCORE 200 Active Dynamic Mic

but of very few. There is quite a number of phantom powered active ribbons about now.

Capacitor mics can be of the electret type, self energised and have an internal battery for the electronics. Most can also be phantom powered.
You will also come across other phantom powered devices, notably active DI boxes.

The world of audio products is a rich and varied one friend. It always pays to "RTFM"!
