Setting up a home studio to record a radio show

I have a friend who hosts a radio show and now wants to record from his home instead of driving 45 minutes a day to go to the studio. What besides a static IP address do I need to setup to accomplish this.

Any help would be greatly appreciated.
 
So he just wants to record a wave or mp3 and then send it to them? I'm not sure why you think he needs a static IP. The radio station might need one if he plans on connecting direct to there network but he shouldn't.
 
The radio station told him he needed a static IP. WHat I really need is just the basic things I need to get to do this as quickly as possible.

I know I need a PC,Software like Audacity and a mic (a snowball was suggested) what else do I need? And is it easy to get a dedicated machine or just add this stuff to a Regular PC

That should be it if you're computer was made in the last 10 years. You hook up he mic and it should come with drivers that you select in you're recording software of choice. All of the recording software has a bit of a learning curve so be prepared to do some learning.
