"Latency" is one of those high-tech words, like "mike hole", and describes the amount of time it takes for the computer to process the sound and send it back out to you (i.e. the delay). Most stock soundcards have inherent high latency; they are not designed for "duplex" recording (i.e. recording and playing back simultaneously). Sometimes you can adjust this, but it doesn't always work (because of the nature of the card).
