The guy who sang the hook, Roger Troutman, has twins, a son and a daughter, whom I went to junior high with. The single was released at the end of my 7th grade year, and his son told me the talk box is how he processes all his vocal effects

I know this summer has been hot and you have been using that fan to cool down with. Well, get right up close to that same fan and start talking. WOW!!! It works great.
