record deal, distribution, or license agreement?

I have a record nearly completed. Two small to mid sized indies are already interested in the project and I willl be showing the finished product to all interested parties when finished. My goals are decent national distribution and European distribution. I have a feeling that nasty funk music will really fly across the pond and I am unsure if the two record companies interested are capable of achieving this. I kind of picked them at random a few months ago to test the H2O.
If a license agreement is the best option, what is a good amount to charge for upfront costs and a good faith pledge to put the record out (both exclusive and non exclusive agreements)? Are we talking $500 or $40,000? Rev E, maybe you can field this one.
Also do I find licensing and distribution with record labels or can I bypass them where distribution is concerned? I am pretty sure I do not need/want a record deal. That would probably be redundant.
the bad news: I have created this project around the album rather than developing a band then recording an album when enough good songs were written. I have no live performances under this new name, no fans (there are less than 200 who know about this record), no sales, YET.
The good news: I do have many performances under my belt and was the main writer for a semi famous band that blew every opportunity it came across. We had lots of airplay, regional college radio hits, good sales, crowds at every show. I know how do do that part of the biz. I need a little help with the marketing aspect because I always concentrated on the creative side. Thankyou.
