For one channel around 250 I personally would go with a joe meek 3q. I've had a lot of cheap pre's and it seems to sound the least cheap. Has a nicer character to it than most other pre's. However, if you need two channels and want a very clean sound then check out maudio's dmp3. Please don't get suckered into the looks of the Behringer pre's, they don't sound very nice.
 
If you are Handy you might look into building your own Pre amps....There are many DIY Kits available on the net that will allow you to build Nice clean high quality pre amps at a Fraction of the Price to buy the same quality pre amp....

For about $100 a Channel you can build a "JML Baby Animal" Pre amp that will sound better than most stuff at 3 times the Price.....

Or you can do what I just did , which was was Build a Pre amp From scratch, The one I just built (Green pre) only cost about $75 per channel and it sound as good or better than some pre"s in the $500+ per channel range....

The good thing about building DIY is you can get many of the Parts for free, Like I got a bunch of Opamps free from TI and as we speak a Free Torodial Transformer showed up that was worth over $60.....
