Preamp + Mixer w/Preamp?

My mixer (a Peavey PV14) has a preamp on it, but I'm pretty sure it's not great. When I record my vocals, there is usually an audible amount of static/hum (it's not incredibly loud - it's pretty much only audible if the vocal track is on solo) that I don't like. It's also hard to get my mics up to the appropriate volume: I usually have to have the gain at 6 and the volume at -20 to actually get a signal of -20.

So if I bought a preamp, but still plugged my mic into the mixer, would that help to decrease the static? Or would it just boost the signal twice and thus cause more or something?
 
If you buy a stand alone mic pre amp, you can go directly from the Mic pre to your recording interfaces line input. You can buy pass the console all together. I have a very clean high end console and I still work that way.
 
What are you using the mixer for? What is your signal chain?
 
I use the mixer because when I plug my guitars directly into my soundcard, they have static whereas they don't through the mixer. I assumed that the same thing applies to mics. Also, my soundcard doesn't have an XLR jack :P
