Portastudio Mixdown/Noise Issues

Hello all, a newbie here.
I love my Portastudio 424 MK2 to death and I use it for my ambient/instrumental recordings. The only thing ive been using a computer for is Mixing down to mp3 ( i like to be able to "play" the faders during my mix down)

Just upgraded to an M-Audio fast track for piecing together electronic music from hardware into cubase. (A really old version, Cubase VST 32, if someone would help me find my way around it...)

but heres the problem:
I'm getting horrible pops/clicks out of my Tascam mixing down from the line out, they almost sound like static shocks. Its like the noise it makes when you punch in, the record head hitting the tape, but much worse. Its on this song Im making in spots, but even stranger, while trying to mix this down, it comes thru the headphones even when there is no tape playing! How do i stop this?
Also, when previously using shitty sound cards (a sound blaster live/Hercules DJcontrol) they dont have enough headroom and I have to turn down my tapes, thus losing crispyness. Am i just recording at way to high levels? or does this thing just happen with tapes?

Is the line output even the way to mixdown, should I be using the "monitor output" and adjusting the fx/tape cue knobs instead of line out/tape switch and fader levels?
