Okay, let's just say I don't want to work with a specific frequency, but I want to boost the HIGH end of a song. What frequency should I enter in the HI band. What about the HI MID band? What about the LO MID Band? and the LO band?

If you don't want to work with a specific frequency, then you probably shouldn't be using a parametric EQ. Either stick with a graphic EQ and give yourself a gentle curve in the high freqs or use high pass filter to boost the highs (or better yet, cut the mids and lows.)

As far as where to start the boost or cuts, there is no definitive answer to that. It depends on what the recording needs. It could be anyhere from 2.5k to 10k.

+ or - at 7k sounds completely different than 10k. They're both in the high band.
In the end, what you will have to do is become familiar with the sound of those bands'. Start with moderately wide bands. Listen to how boosts and cuts changes music and instruments at various center frequencies.
After some time you will be able to hear smaller amounts of tone balance and eq, and even finer sub-divisions.
That's basically how it works.
