OC 703: Foil in or out?

I smell home cookin!
This thread serves to clarify the confusion* over how to use OC 703 with foil backing. It is also called FRK OC 703 (Owens Corning). Common sense would say that you should placed this sound-absorbing compressed insullation board with the foil to the wall, not facing outward, because the foil would reflect sound waves. But, then again, I've read that for bass traps, the foil should be face outward (because you want to trap lows, not highs or mids). Can anyone expound on this at length or at least pontificate?

You already have it. For bass trapping, the foil (paper really) increases absorption and partially reflects mids and highs. For first reflection treatment and general ambience reduction you don't want the foil.
