It is an audio book that I downloaded on my system, now want to transfer to a couple of CD's. It is one HUGE darn file!

Just a note before I sign off. A standard CD will hold 74 minutes or roughly 700 MB.

i do not have that type software

That's 290 MB, which is certainly small enough to fit on a CD.
But if you are attempting to burn it as an audio CD you will fail. It needs to be converted to WAV data to be burned in that format, and so it will simply not fit on a single CD.
You want to save it as a data file.

It needs to be an audio file, it is an AUDIO book, it is already an mp3 file, how do i break it down into several mp3's instead of just one large one? or how do I convert it to a wav file?

Why does it need to be an audio file? Many CD players these days will play MP3 files. Almost any computer is capable of playing them back.
If you really want to burn it to 17 CDs, it's very easy in any file editor to both cut it up into separate files and convert the pieces to WAV.
Do you have enough disk space to hold 17 x 700MB of data? If not, you can still do it, just in stages -- make a few WAVs, burn them, erase them from your hard drive, repeat.

I'm guessing he wants to listen in his car and it won't play MP3's. That pisses me off that most factory stereos don't do that yet.
Like everyone is saying, you need an audio program that will allow you to edit the file. I use CoolEdit and Logic but if you're looking for something cheap there are a lot of home recording programs for under $50 that should be able to handle the job. I hope you have a lot of RAM because when you convert that file to audio it will be HUGE!!!!!!!!!!!. Try to get a program that will allow you to edit the MP3 file before converting the smaller chunks into .wav files.
