Noise While I Start Pc..really A Crap

hey people, this one s somethin i really dont understand. i use a pc for makin beats and remixes . as im not into the big business yet, i only have a standard pc with some softwares and no addl. interfaces. i have creative 2.1 speakers with soundmax card. but now the heavy noise s coming out thru the speakers the moment i start my pc and workin on it. and same happens when i use headfones.its like when i move my mouse the sound gets really high and during processes like rendering and the like, the noise s kinda like really crackin my ears. and most importantly i dont get this one, when i start my pc, and if my dad uses an ooollld philips transistor, it grabs the noise and nothin is heard thru it clearly.when i move the mouse, same noise s ther in the transistor too. and this radio wont have any disturbance whn i use windows 98. So what the hell s this thing all bout? is it a prob wit my card? or anythin else? or even Xp? .. i m thankfull if someone can help..
