mixown error with panning

hey guys, i cant seem to get the panning to mixdown correctly out of cubase le. I have it all set up tom1 L, tom 2 Mid, tom 3 R, guitar 1 L etc but it mixes down all centered.

anyone wana help a brotha out?

Export it as stereo interleaved.
