Mic Won't Pick Up Sound

I upgraded from a USB mic to a condenser mic and pre-amp combo about an hour ago. The amp is a Tube MP Project Series. The mic is an MXL-770. I plugged the amp to the phantom power, attached the USB cable to the computer. The drivers installed fine. I attached the mic to the Pre-amp. My computer, however, won't pick up any sound from the mic, although it reports the device is operational. I have tried restarting the computer so that it picks up the entire package at once, but to no avail.

If anyone has any idea what problem I'm facing here, I would greatly appreciate the help.

Not familiar with the Tube MP. Is there a meter or any LEDs to indicate that it's getting signal from the mic?
 
I managed to get the mic working, but it's interesting what I had to do... the gain is way up around 8, and a special gain button that adds 20 dB to the sound had to be depressed in order for me to get an ok sound. This intuitively seems a little high, but I may be mistaken.

To answer your question, there are LEDs on the pre-amp, and they are reflecting noise at these new settings.
