Lots of value in a mixer with good preamps?

Moving up from a Portastudio, I bought a TEAC 1/4" reel to reel. It will be a while before I can afford any serious preamps.

I need a mixer with at least eight inputs (12, 16 preferred), four output channels, and the best preamps possible for as cheap as possible.

Can anyone point me in the right direction? I'm guessing I'll be going vintage. Any advice on brands, features to look for, specific models?

I'm partial to the older Tascam stuff for a variety of reasons...$200 is tight for a 12 or 16 channel mixer of any age or make if you are wanting a 4 or more buss mixer that is configured for recording...

Best bet IMHO is to look for a a Tascam M-208, M-308, M-216 (would be surpised if you could find one for under $200 though), or M-1508.
