is this interface good?

I would look for something else. That unit is only 16 bit. Most interfaces today are 24 bit and this makes a big difference in the dynamic range you can get.

Make sure what you get is 24 bit.

Also, there is no such thing as "zero latency" unless you mean latency free monitoring, which bypasses the whole AD stage, and sends the input to the soundcard directly to the monitor outs.

With digital, there is always latency. The question is, how much can you lower it before your computer starts to crap out.
 
I really like my line 6 UX2,you can mic your gear and use the effects in POD FARM that comes with it.I waited til it was on sale for $160,except for my MTS gear it was the best thing i've bought.

Personally, I would look at the new RME BabyFace. :D
