A guitar but not a Guitar !
I voted NO .... but I must confess that I always say a "bass guitar" when speaking about those low pitch sounding instruments.
The number of strings does not help to distinguish between the common guitar (electric or acoustic) and the bass (guitar): you may find an electric bass guitar with up to 7 strings while the common "guitar" features 6 strings (which in its turn exists in 6-, 7-, 11-, and 12- strings versions as far as I know !).
The difference in pitch is not relevant either to make a final distinction...
So why NO ??? Just because playing acoustic guitar or electric guitar is so different from playing a bass guitar !
They are 2 totally different instruments in their way of playing, in their sounding lines, in their roles in a band, ...
