The major thing later iterations of technology buys you is faster processors. If you're apps run adequately on a cheaper iPad then there's your answer. How are you planning on getting audio into your tablet?

Yes - I would go for the new iPad 4 nowadays (it has the new Lightning connector like the iPhone 5).

I believe IK Multimedia has interfaces for the iPad. As does Focusrite, Tascam, Line 6, etc....
