Already knowing C++ will make things a helluva lot easier.

You may want to visit the forums at www.kvraudio.com. There seem to be a lot of plug-in developers that post on that forum.
 
Tom Cruise used one of those things in Mission Impossible 3. Perhaps he could shed some light?

Don't know if anyone mentioned this already, but there are Formant Shift plug-ins available, that will alter the "quality" or timbre of a voice. Here's an interesting article from Sound on Sound where they talk about Formant Shifting a little bit.
