i'm also curious. especially about the all-pass filter. apparently there are several different techniques for samplerate conversion, and using an all-pass filter is the best (simply dropping samples at a set interval after a FIR filter is the worst way.)
however, the only program/plugin i've seen that uses an all-pass filter in the conversion process is for Linux.
thanks for the link. I already read it, in fact that's where I learned of the existence of such a device. But from what's written, I couldn't understand how it works, or how an all-pass filter does its job.

The Littlelabs IBP (in Between Phase) box uses an all-pass filter to achieve a certain degree of phase matching between multiple mics or mic vs. direct. If you look at the Guest Moderator Archives at www.gearslutz.com Jonathan Little was moderator there for a month. Should be a wealth of information.
