Help With My Drum Room

I need some help with the room I'm going to be recording drums in. I looked around at some other posts but I want to give my specific situation.

The room is half of my basement, it has 3 cement block walls, one wall has shelves built into/in front of it about 2 feet deep, the 4th wall is a make shift one, basically a big piece of ply wood between two wooden posts and a blanket for a door. We built a false floor/platform above the cement floor in case of water in the basement. The ceiling is wood (floor boards and beams from the ground floor of the house). And there are 2 small windows near the ceiling.

I'm looking for advice/input on what to put on the walls, ceiling, floor, etc. to make it a good sounding room for rock drums and to minimize noise leakage to the rest of the house and outside. (I don't really like cops coming to my house)
