Guitar has electrical buzz - is less 'buzzy' when i touch control knobs or strings..?

Okay, I misread another response and thought it was yours. Shielding the control cavity may help, or maybe not-but yes humbuckers will quiet it down if you choose to go that route. Seymour Duncan, DiMarzio, and Bill Lawrence had great humbucker pickups in a small single coil size so you don't need to rout out the body on the Tele. I have had a Bill Lawrence in my Strat for well over 20 years and its quiet as can be, but has a close to Fender sound too.

It's no problem as long as you can tell hot from neutral on the old cord. Remove it and replace it with a three conductor power cable, keep hot and neutral consistent and install the green ground wire to any screw on the chassis.

Feature? Sounds more like poor construction. hahahha

Anyways, I've had guitars with that same problem, some not as bad as others. I'll definitely remember the whole grounding issue.

If you get the best single coils in the world fitted by the best tech in the world...they'll still hum. It's the nature of the beast.
 
It's called 60 cycle hum,50 cycle in Europe.
Computer monitors and flourescent lights will affect it also.
As was mentioned before trying different positions until you find a sweet spot that doesn't hum as much.
