Free website promotion?

I know there's a bunch of sites that offer you the option of submitting your URL to serch engines but I really haven't seen major changes in visitor count. Does any1 know any good places to promote site for free...?

They have signed up with an agency called Talent2K to try and get signed. Anyone heard anything about this organization?
