Reel deep thoughts...
I often wondered/daydreamed about a 1/2" halftrack...that was before I played around with my Tascam BR-20...that's a 1/2" halftrack. It sounds awesome. No interest in hunting down a 1/2" halftrack. The 1/4" format is more than I need at this point.

I see quite a lot of good stuff on cl in nj...just keep watch. If I were you I'd stick with the 1/2" 8-track to 1/4" halftrack advice, and I'd stay with Tascam or Otari decks just from balance of user community support, performance/features/price and parts availability.
BTW, I agree that 38 is concerning, but if the tape is not loaded and the tension arms are all the way up, then nothing will happen. Then as they are slowly lowered down the reel tables should start spinning. The left or "supply reel" table should spin clockwise and the right or "takeup reel" table should spin counter-clockwise. If it does nothing then I'd pass on it. You should be able to find a fully functional 1/2" 8-track for $300~$500. Maybe more or maybe less.
