Cost effective and high quality?

Speck ASC, then there's the ASC-T which has a transformer output for more options in sound.

My mouth is shut on any and all things Behringer.

This sort of depends on what you want to accomplish with the EQ: subtle tone shaping, or compensating for room acoustics.

For compensating for room acoustics, a parametric EQ with the ability to select very high "Q" (narrow bandwidth) is helpful. The Behringer unit (as well as some others) will do that fine.

Some of the popular PEQs (like Speck) don't give high Q settings.

I prefer parametric EQ for subtle tone shaping also. I don't have much use for the 32 band graphic EQs, but they have a purpose also. They are just more limited.
