On my system it's the driver's for the card that controls the dual display, not the apps. I'm using Cubase and I can expand it to take up both monitors, then I have the track view on one monitor and my mixer view or plugins on the other monitor. The driver for the card remembers where I had the windows, so next time I open that plugin for example, it appears on the last monitor I had it on.
