Does the sound just not go loud, or is my mic not picking it up enough?

I've got an Apex 415 condensor mic, and last night I experimented with recording some basic vocals, and accoustic gutiar.

However, when I played them back through my H4, the sound was very low, and my mic only pics up my voice well if Im about 5-8 inches away from it. Im assuming I can raise the sound level, once I edit it all in Garageband, but am I doing anything wrong with my mic right now?

Mics alone use mic signal level. This is a weak signal. You use a pre to boost this. Some interfaces act as pres as well, but not all. These boost the signal to line or pro levels. What's your exact setup?

A lot of field recorders have various levels. Even my Korg MR-1000 has a H and L gain setting. H for high and L for low. Make sure that it is on something appropriate. Beyond that set your levels where they need to be. If the -10dB pad is engaged, you might want to change that. Low cut should be off too if you're a baritone or lower. Phantom power on, although you'd probably get nothing if it wasn't. But you might check to see if it's at 48V and not some other option like 12V (not sure if the H4 has that option though). Make sure the polar pattern is appropriate and that you're addressing the business end of the mic. Side address and most likely the switches are on the BACK, not the front. The logo is normally on the front, but might be obscured by a shock mount. Or I could be wrong.
