Cheap bass trap question (? ? ?)

Say, I had a drummer come in the other day, and he brought over a bunch of conga drums.

Anyway, he has these long, wide, cylindrical covers for them that, when zipped up, appear to be almost air-tight, and the material appears to be insulative to a degree (somewhat thick and pourous).

Could something like this function as a bass trap? It seems to be the same concept going on as most of the DIY stuff I've read about on the web . . . except it's not made from actual insulation.
 
Probably not.

To work, they'd have to be completely air tight. In addition, they'd need to have sufficient absorptive properties to dissipate the sound energy trapped inside--otherwise you'll end up with a new sound source resonating back into the room.
