Can't get sound out of Tascam

Help!!!

When I hook up my bass or guitar to the tascam I can't get to record any sound on to Cool Edit.

Can someone PLEASE help me?

US-428's manual does not help much.

I don't believe the US-428 was designed to be used with CE2P.

All the software that is said to be bundled with the TASCAM piece were different programs.
