I've been considering on purchasing an Audigy 2 card, but I've read mixed reviews on it. I'm wondering if the card is capable of playing audio at the same time it records (in other words, monitoring).

Yes, any decent sound card must be able to do that. Otherwise it would be impossible to overdub new tracks over existing ones!
