My boss wanted me to found him a Mixing program he told me price does not matter he wants one that you can make make the Scatching but its not a must. whats the program out there? with a URL to the website please.

Do you mean "mixing" and "scratching" in the context of DJ'ing?
If that is the case, and money isn't a problem, then you should look into the Pioneer stand-alone, single CD player/turntable.
I think it is the CDJ-1000.

You could use a variety of programs to mix into "live" or you can use a variety of programs to multi-track into for an "edited" mix.

whats the best program for just making your own music? using loops and stuff?

Spinsterwun posted about everything up here already, I think that's saying we need more information about what exactly you need to do. Do you want to create songs from existing loops and sounds or do you need a full multitracking set up. Every app has it's strengths, we just need more details to help you

If you're just working with loops, you may want to look at Acid Pro from Sonic Foundry. The link was posted earlier in the thread. That's the only one I've tried for playing with loops, but it's fairly easy.
