The amount of power (watts) you need is a relative subject. Depending on the size of the place you are playing and the style of music. In a pub or small club 25 or 30 watts might be more than enough power while in a stadium you need a ton of power. Hard rock needs more than folk.

If you plan to run bass or guitar through one amp you need to get a bass amp to start with, it wont hurt to run guitar through a bass amp but bass through a guitar amp is a bad idea.

As for your price range, imo your best bet is to look at used amps. Many music stores have used gear and sometimes really good deals can be found in pawn shops, it pays to shop around.
 
Before i got my PA i used a 15 watt crate (gx-15) adn i had to turn volume all the way up on my fot pedal adn almost all way up on amp..like 7-8... i had a kick butt drummer though.

That's what the PA is for. I've seen acts in large venues where guitarists have used something like a 20W Deluxe. In a stadium, there's no guitar amp made that will fill, unless you count the Grateful Dead's Wall Of Sound from the 70's:
