can anyone recommend the least expensive program to use acid based loops --- adjust tempo --- and then export as a WAV file??

you can picked up a stripped down version of ACID usually at compusa or circuit city for about 35 bones ..... if you look online you can even find older versions of ACID for free that will suit your needs.
