Are there any units that combine preamps with phantom power?
 
Yes, probably a few hundred. Could you be more specific in what you need?
 
Yes, most external preamps have the ability to supply phantom power.

There are also some units that combine the preamp, phantom power, and XLR inputs. Those are the fancier ones, though.
 
you forgot the gain control knobs.....my first time through i had to spend more on buying a gain control console than my preamp was. And then i found behringer. Can you beleive that they can combine knobs, inputs, phantom power and the amazing "ultra pro" sound all for around 100 bucks.
 
Just be aware that not all preamps with "phantom" actually supply 48 volts. The AudioBuddy by M-Audio is a good example. It's a pretty decent starter two channel preamp that retails for around $75, but the phantom voltage it provides is more on the order of 24 volts. "So what?" you ask? Well, if you were planning to record something with loud, sharp transient response (like a snare drum), the signal will wind up being "clipped" (distorted) because the mic can't receive enough current to capture the signal. It won't have enough "headroom"... the peak of the signal "bumps it's head" and is chopped off... not a nice thing for a snare track or a human! ;)

If you're just starting out...

Here's a good one to start with. Get 2. This one doesn't come with phantom power though.
