10 dollars for any kind of drum is always a good idea. If you don't like the sound of the drum you can always purchase another shell and drill the new one yourself and use the hardware from the old one. When building your own drum the most expensive part is usually the hardware. Therefore I've always thought the best way to get around that is to find crappy/cheap drums on ebay and cannabalize them.
Imperial Stars are currently the bottom of the middle lines for tama. I'm sure the drum will be passable for live performance but for recording it might not fit everyone's sensibilities.
My belief, however, is that you can never have too many drums. I've got 3 bass drums, dozens of toms (from the 40's to modern), and half a dozen snares.
